Moved some structs to be closer to their implementation file defentition wise

reimplmented checkpoining based on work from the main-chris branch. restart files are identical but the summa output is wired.

This new name should be encompass the files that exist within it. They essentially have all files that intialize a node and distribute batches

Started also trying to parallelize the allocation of gru_struc.f90

The actor will exist as long as the node is up. When the node goes down, then the structures are deallocated. This should work when we use Summa-Actors in batch mode, there is no need to deallocate and reallocated the structures here.

Trying to get the initalization of the file access actor to trigger the creation of a specific job type. Right now the job actor has the viewpoint that it is its own process
