File_Access_Actor now sends the HRU_Actor the number of steps in a file and starts the loop for the hru

Having more subroutines makes it more obvious how to break the calls down for the file_access_actor

Now need to ensure it is the correct data

started creating function for file_access_actor to send hrus attribute data

within the file_access_actor

added the start of subroutine for the file_access_actor to send attribute data

Added threshold and heartbeat interval as parameters that are passed into summa through json

Client can be sent a heartbeat and then send  a message back to the server

New data structures implmented full, program is working as well as it did before the new data structures

Shutdown messages still need to be implemented.

client now needs to send the server the message that it is done
