The tuple holds the actor address and the hostname so actors can connect when a server goes down

I was removing the client from the list before sending it.
Then when the backup_server went to use it there was nothing there.
Added a throw statement for this case.

removed dependency in batch class where the batch was provided a client. Now a client only contains the batch and not vice versa

File_Access_Actor now sends the HRU_Actor the number of steps in a file and starts the loop for the hru

Having more subroutines makes it more obvious how to break the calls down for the file_access_actor

Now need to ensure it is the correct data
