more for testing purposes, apparently Nationbuilder does not care

I found out through lorne calvert's test case that something is wrong, so I need
to change things and make sure there aren't any regressions.

turns out we needed to set empty values properly... otherwise csv.DictWriter
gets all angry at us

fucking strip() on readline() always bites me...
